Luis de la Calle
Managing Director and founding partner

Luis de la Calle is the Managing Director and founding partner at De la Calle, Madrazo, Mancera, S.C. (CMM), and is responsible for managing the company and offering strategic advice to clients on issues related to the economy, regulatory processes, and international trade.

Before founding CMM, Luis de la Calle was Managing Director of Public Strategies de México, an international public affairs company he managed for two years.

Prior to joining the private sector, Luis de la Calle served as Undersecretary for International Trade Negotiations in Mexico’s Ministry of the Economy, a position to which he was appointed by both President Vicente Fox and former President Ernesto Zedillo. In this capacity he negotiated several of Mexico’s bilateral free trade agreements and regional and multilateral agreements with the World Trade Organization. During his term as Undersecretary he was a permanent advisor to Pemex’s exploration and production division and to the national forest commission; he was also executive secretary of the national foreign investment commission.

Before he took office as Undersecretary, Luis de la Calle served as Trade and Nafta Minister at the Mexican Embassy in Washington, D.C.  During his term he was instrumental in crafting and implementing the North American Free Trade Agreement, Nafta.

Luis de la Calle also worked at the World Bank as Country Economist for the Czech and Slovak Republics, Poland, and the former Zaire.

Among other organizations, Luis de la Calle is member of the Institute of Public Council on Agriculture, Food and Trade, of the Consejo Mexicano de Asuntos Internacionales, and of the Instituto Mexicano para la Competitividad. He is currently member of the Board of Advisors and President of the Compensation Committee at Cintra, the holding company that operates Mexican airlines.

Doctor de la Calle is a world-renowned lecturer on international trade, the Mexican economy and other fields of academic research. Most recently, Luis de la Calle was a contributing author for the book En la frontera del imperio--a compilation of reflections regarding Mexico’s trade relationship with the U.S. ten years after Nafta—thus adding to his list of articles printed in Mexico and in the U.S.

Luis de la Calle has regularly served as a professor at various academic institutions and is currently teaching a seminar on Economy in Mexico at one of the most prestigious universities in Mexico, the Instituto Tecnológico Autónomo de México, ITAM. He writes a bi-weekly column entitled “¿Qué más?” for the Mexican daily El Universal.

He received his undergraduate degree in Economics from ITAM and holds a master’s degree and a Ph.D. in Economics from the University of Virginia.


Javier Mancera
Director and founding partner

Javier Mancera is Director and founding partner at De la Calle, Madrazo, Mancera, S.C. (CMM) and is in charge of international trade, strategic planning, and government relations for the firm.

Before founding CMM, Javier Mancera was a director at Public Strategies de México, an international public affairs company, where Javier contributed with his experience in trade and strategic planning.

Prior to entering the private sector, Javier Mancera held several high-level government posts.  In 1999-2002 he was Trade and Nafta Minister at the Embassy of Mexico in Washington, D.C., where he defended and expanded Mexico’s gains under Nafta and helped develop media, government, financial, and business alliances across the U.S.

Javier Mancera also worked at the Ministry of the Economy as the liaison with the private sector and trade unions. In this capacity, he coordinated the work with private associations and chambers of commerce, and broke new ground in developing the first comprehensive database in use in the Mexican federal government related to congressional votes and the political positions of legislators.

Javier Mancera also previously served as the senior Nafta counselor at the Embassy of Mexico, where he managed the legislative strategy and developed political and promotional materials. Javier Mancera also worked at the Office of the President as deputy director for Strategic Analysis.

In the private sector, Javier Mancera started and operated RANI, a highly successful press services company in Mexico City.

Javier Mancera teaches seminars and conferences on Mexico-U.S. trade relations and on Mexico’s democratic transition to democracy. He taught Political Philosophy at Georgetown University and has published several articles, including “The Trade and Environment Debate” in Greening the Americas.

He holds a BA from Mexico’s Universidad Nacional Autónoma de México, UNAM, and obtained his Master’s degree from Georgetown University, where he is also a Ph.D. Candidate in Government.


Julio Madrazo
Director and founding partner

Julio Madrazo is Director and founding partner at De la Calle, Madrazo, Mancera, S.C. (CMM) where he heads the strategic planning, communications, and marketing efforts.

Before founding CMM, Julio Madrazo established Voy Comunicación, S.C., a communications and strategic planning company that began operating in 2002. At Voy Comunicación Julio Madrazo managed the company and all marketing initiatives, and oversaw a staff of consultants who worked with private and government clients.

Prior to founding his own company, Julio Madrazo was also a Director and Partner at Zimat Gollin-Harris, an international communications and PR firm, where he was in charge of marketing and managed several national and international clients. He was also Vice President for Latin America at Shepardson Stern Kaminsky, a company based in New York where he handled several important accounts.

Within the public sector, Julio Madrazo worked as special advisor to the Secretary General at the Organization of American States, César Gaviria. At that post he served as speechwriter to the Secretary General, managed the restructuring of the Social Development Division, and served as institutional liaison between the OAS and the IDB and the World Bank. At the Office of the President in Mexico, he served as political advisor to President Ernesto Zedillo and as Director for Special Projects during the Carlos Salinas term.

He taught at the Instituto Tecnológico Autónomo de México, ITAM and was a political consultant at FDR Services Inc., based in Seattle.

He holds a BA in International Relations from the Universidad Nacional Autónoma de México, UNAM, and obtained his Master’s degree from Georgetown University, where he is also a Ph.D. Candidate in U.S. Government and Public Policy.


Amy Glover
Manager

Amy Glover currently works as a manager at De la Calle, Madrazo, Mancera, S.C. (CMM), where she devises and implements strategic plans for various international and Mexico-based accounts. 

Before coming to CMM, Glover worked for Public Strategies de México, an international public affairs firm, where she also served as a manager. 

For four years, Ms. Glover worked as a Portfolio Risk Manager at Citibank Mexico, where her primary activities included the management of the corporate credit portfolio, the supervision of industry analysts and the regular analysis of the macroeconomic and political situation in Mexico for the New York office. 

Before relocating to Mexico, Glover served as the Director for Latin America at The G7 Group, a private financial consulting firm based in Washington, D.C.  In this capacity, she provided advice to some of the most prominent financial institutions on Wall Street and in Tokyo regarding political and economic risk in the region. 

Ms. Glover has also worked for organizations such as the United Nation’s ECLAC (Economic Commission for Latin America and the Caribbean), where she administered a project regarding the liberalization of trade in the Americas, and as a legislative correspondent in the US Senate.

Ms. Glover earned her masters degree in international economics at the Johns Hopkins School of Advanced International Studies (SAIS) and completed a B.A. in political science at Georgetown University.  


Jennifer Shelley
Manager

Jennifer Shelley is a manager at De la Calle, Madrazo, Mancera, S.C. (CMM) in charge of handling several client accounts and marketing initiatives.

She began her professional career at the government-owned television station Imevisión, as a script writer and production assistant. Between 1989 and 1993 she served as advisor to the Secretary of Communications and Transportation, and actively participated in two events that proved to be key to the reform process in Mexico: the privatization of the Mexican telephone company Teléfonos de México, Telmex, and the implementation of the National Private Tollroad Program.

Ms. Shelley also worked for president Ernesto Zedillo’s Communications Office, handling media relations and other top level communication-related activities. She was also communications manager at Satmex, the Mexican satellite operator.

She has ample experience in media and government relations and has also collaborated in the drafting and editing of several publications including Teléfonos de México: una empresa privada and the chapter on the national private tollroad program included in the collection Historia de las obras públicas en México.

Jennifer Shelley has a bachelor’s degree in communications from the Universidad Nacional Autónoma de México. She is fluent in Spanish and English, and an experienced translator of both languages.
